Dan Walters: Budget appropriation offers clue to Capitol's true values

Members of the two-house legislative committee working on the state budget – especially its dominant Democrats – have spent much of the week lamenting that they don't have enough money to satisfy all demands, including their own.

"We're starving our education system," Sen. Mark Leno, D-San Francisco, complained during the three days of talking about K-12 and higher education support. "There's just not enough money."

Leno's comment, echoed by other budget conferees, didn't prevent the committee from appropriating $8.7 million to Charles Drew University for another year, however – money originally given to the private Southern California medical school to support its medical residency program.

The Assembly's budget writers wanted to give Drew $12.7 million, even though the Legislature's budget analyst, in a private memo, noted that Drew's medical residency program no longer exists since its affiliated hospital, King/Drew Medical Center, lost its accreditation.

"It's not clear," the memo added, "what the state is currently supporting at Drew."

It may be supporting Mervyn Dymally's job.

Dymally is one of California's most venerable political figures of the last century. He has been an assemblyman twice, as well as a state senator, one-term lieutenant governor and congressman. He tried for a second stint in the state Senate, only to lose the Democratic primary in 2008 to another former assemblyman, Rod Wright.
