This has to be the most outrageous lack of protocol.
Surely there is a prohibition in the Constitution that forbids such retaliation against any State by the Executive Branch.

However, a judge can declare that action to be frivolous and order the Federal government to pay all legal fees incurred by the State of Arizona. Remember Billy Dale?
