Doesn't anybody give orders anymore?
No it might lower some subordinate’s self esteem, and prevent them from pursuing a path to leadership themselves; and therefore deny them the opportunity to be in the position of being incapable of giving orders, but only “encouragement” to subordinates; whose self esteem they want to preserve so they may be able to pursue a path to leadership and so on and so forth.

So in other words, each of them is potentially congressional, senate or presidential material?

LOL! This is not a funny story, but I so much enjoyed your satirical post.

“it might lower some subordinates self esteem,”
Not only that, but orders are also racist and homophobic.
