I understand the dreamy romantic 16 year old. I get that. I DON’T get the adults that support something that was ill-planned and dangerous.

She sailed. She got in trouble. She was rescued. She may do it again.
It will not make a bit of difference in your life, my life, nor any other posters on FR. It does make you look like a control freak.
I taught sailing at 12-13 yrs of age. I sailed a Sunfish out of sight of land (tho I could see the top of the water tower at Wrightsville Beach) every Saturday all summer long when I was 15=16, and caught fish to sell to the local seafood restaurants.
I wish I'd had the opportunity. I sailed on a Destroyer when I was 17...
Oh, it was well planned. It was planned that mucho dinero would come in.
Her trip... not so well.
And I was one of the early defenders of this travesty. The more that comes out on this, the worse it gets.
