RMF FM investigative reporters found that the first recording, recording conversations with Presidential Tupolev missing 16 seconds.
According to the reporters it was the missing piece that went to Moscow in the middle of last week, the head of Ministry of Internal Affairs George Miller.
16 seconds is the difference between record of the transcripts , and recording that the CD got the Polish analysts from the Institute of Forensic Research in Kraków.
- Leaked transcripts were full. This CD was missing 16 seconds, which were recorded in stenogramie - confirmed in an interview with reporter RMF FM spokesman for the military prosecutor's office Zbigniew Turnip.

the simple answer is Putin wanted to send a message. The landing lights at the field were modified to encourage a low approach, then remodified after the landing. The 16 seconds are the comments that refer to the modified lights.

Tell us Top Gun, since you know everything there is about flying, what was missing in the 16s on the CVR that was in the transcripts.
As investigations go, you always get the original CVR.
Assuming the Soviets were entirely...or even partially...at fault you can be sure that Comrade Putin will make sure that that fact is concealed.

The plane was descending erratically and there were many warnings by the Terrain Avoidance Warning System in the cockpit. The crew was told twice that landing was not advisable.
They decided to feel it out anyway and impacted trees on rising terrain below the level of the runway.
The serpentine line with red arrows is the vertical profile of their descent.
Also, if you search "Smolensk" in Google Earth and zoom in, you will notice there are NO LANDING LIGHTS on either approach.

You had better read the transcripts where the Jak-40 crew tell PLF 101 that there are "gates" 200 meters from the runway.
Gates are lights left and right of the runway and if you looked at the approach plate you would see runway lights signified on both of the runways.

BTW the chart you posted - The timelines are off. At 10:39.55 the plane was at 400 meters according to the chart you posted.
The powerlines that were cut, show the crash was about the same time when they were at 400 meters in altitude.

You have to love Wikipedia and how lousy it is in accuracy.
As you can see the chart you posted corresponds with the original time the Russians had stated it crashed. 10:41 MSD.
But the actual time was near 10:39 --
"...There is still a discrepancy between the time of the crash registered by MARS flight recorders (10:41:05.4), ATM-QAR recorder(10:41:04) and the time when electricity lines were cut by the crashing plane just a second or two before the final crash (time of the cut registered by Smolensk power plant was 10:39:35).[56]"
At 10:39 according to what the Russians are alledging, the plane was at 400 meters and 6km from the runway.
However, the plane at 10:39 cut the power lines and the clock at the station stopped at 10:39, now those are some pretty tall powerlines if you ask me.
And they certainly where closer to the runway than the 6km.

And that is why the orginal CVR should be investigated by Poland, Latvia, Canada, the U.S. and Israel.
