Here's how the new president does it. He, or she, issues an executive order staying all previous executive orders pending review. Then one by one they are examined, judged, and, by executive order, kept, modified, or discarded and there will be nothing anyone, except for the next president, can do about it.

I wish a president could write an executive order outlawing all future executive orders.

He will, as soon as he has is entire agenda in place, and on his last day in office.

BTW, per executive order only the clintons have lifetime SS protection...
