Well, not exactly telegraphing it. This article only deals with legal campaign methods, in so far as one can see. But, since it is based upon a piece from Newsweek magazine, you can't rule out the possibility that the mention of the tactics supposedly being planned are a cover-up for much more nefarious ones that they will eventually employ.
