The Obama administration would be smart to avoid legislation and rules that have even a remote possibility of slowing the economy.

On the contrary they are rejecting the Texas refinery permit in an ongoing stonewall (this vote was partly about that rejection). They have been fighting Texas since last year on the permit and are now threatening to revoke all of Texas regulatory authority.

The simple fact is the Obama administration doesn't care what voters think especially since they completely control the media on issues like this.
