What makes you think the government is capable of a) recognizing the threat, and 2) being able to do something about it?

Because they are. I've seen it. OTOH, it's not necessarily government employees, also contractors working at government network operations centers.

And, most importantly, why should the government be the one to intervene?

National defense. We have to stop thinking about this as just a civilian computer security problem. It is a foreign attack on our country. It is war.

Sorry bro, but I have worked at a government entity before and have seen the incompetence first hand. Plus, the government workers (contract and federal) are usually behind the time in relation to the equipment they have due to the procurement process.
