Congressional tesomony shows that BP requested and recieved only hours before the leak an exemption from federal safety regs for capping the well. This is what lead the the explosion.

exemption from federal safety regs for capping the well and that's EXACTLY what I've been trying to tell anyone that will listen. BP is NOT trying to STOP the spill, they're trying to contain it in order to recover their costs
