The drug gangs torture their rivals before killing them. It was on the History channel not long ago...GANGLAND.

I'm guessing that they're fellow drug gang members. They're sending a message.
No upside in torturing tourists. Just rob them, maybe kill them if you have to. Cutting their hearts out would just draw tons of unwanted attention to you.
