Well, it appears to be a little late to coordinate a pre-planning, pre-disaster, preparedness and relief effort drill in case of another hurricane, in my opinion, but I’ll bet you a dollar to a donut hole that is what the answer will be if someone asks “officially”...

When do we need NATO troops for this??? We have our own forces to deploy, “relatively” faster and cheaper than allowing foriegn troops to do anything domestically...

There’s not a lot on the island for them to look into. Maybe they just wanted a ferry ride or wanted to stop at the aquarium or maybe see American slums.
Well, we've got Texas Rangers and DPS, county mounties, some counties still have the old "reserve deputy" program (="white man with a gun", from the old days when "emergency" = "black people going crazy killing white people", the old Haiti/Nat Turner scenario), and then there are the State Guard (somewhere), the National Guard over at Camp Bullis on the NW side of San Antonio, a buttload of federal troops at Fort Hood and a bunch more out at Fort Bliss.
It escapes me why we would need NATO troops and Interpol roaming around Texas.
NATO units sometimes train in Texas: a Dutch Apache Longbow caught some of that video in its gunsight camera of the broken-up "Columbia" in 2003 east of Ennis somewhere. That was hi-def TV, Dutch pilot saw it and realized what was going on, and quickly used his targeting camera to record what he was seeing.
