PITTSBURGH -- President Obama on Wednesday will promise to find the votes for comprehensive climate change legislation in the "coming months," saying the case for putting a price on the nation's addiction to carbon has been made clear by the environmental catastrophe unfolding in the Gulf of Mexico.
In excerpts of a speech at Carnegie Mellon University released by the White House, the president plans to repeat his intentions to roll back billions of dollars in tax breaks on big oil companies, tap natural gas reserves as an alternative to oil, and increase reliance on nuclear power.
The president will acknowledge that he does not yet have enough support in Congress for his clean-energy vision. But in the wake of the oil spill, Obama promises to personally press for passage this year of a bipartisan framework pending in the Senate.
"I will make the case for a clean-energy future wherever I can, and I will work with anyone from either party to get this done. But we will get this done," he says in the excerpts. "The next generation will not be held hostage to energy sources from the last century."
