That's always been the problem with Chicago and Cook County. There's never been a day in the history of that place that the criminals haven't been in charge.

We need a wall around it ~ and drones. Lots of drones. Overflights of thousands of drones just diving in at random and cutting loose on wherever with Hellfire missiles.
