States like Illinois and New York would benefit most. Currently their Senators are voted in by a single large city. The 17th eliminated any rural voice in the Senate for those States that are dominated by a single large city.

The problem with that is, the Supreme court mandated that all legislative houses be one-man-one-vote (proportional representation), so the legislatures themselves are dominated by the big city. The best bet is to overturn Reynolds v. Sims some time in the future, so that state Senates, if their voters preferred, could again represent counties, either through popular election or appointment by county governments.
