In the extremely unlikely event that Obama was removed from office I’d expect Joe Biden to re-sign whatever Obama signed into law. However, if Congress had to pass the laws all over again they would run into trouble since their super salesman for communism would be silenced.

If it is determined by births record that obama was never eligible to be President( Article 2 Natural Born citizen clause: both parents must be U.S. citizens)then the 25th amendment( vice-president becomes President) does not apply.
obama was never eligible to run for office therefore he can not be impeached ( no 25th.), by law (3501) his election needs to be voided. Voiding a election is the same as the election never happen. NO obama, NO biden, No appointments, NO signing of bills. All electorial college votes cast for obama would become null and void. Congress would be required to certify the person with the majority of remaining votes as the President. As a Constitutional Republic( a nation of laws) the LEGAL President of the U.S. is John McCain and the LEGAL vice-President is Sarah Palin.
Is the laws of our nation going to be enforced by congress, highly unlikely. For all practical purposes the Constitutional Republic of the United States Of America ceased to be in January ,2009.
