what gives Israel the right to attack unarmed ships in International waters?

Is boarding the ship headed for their territorial waters, after being instructed not to attempt to run the blockade, actually an “attack” under “International Law”? If you believe so, please post the relevant treaties that Israel has signed that would indicate your belief is accurate.
