The victim here is backing away, and raising his hands in a woefully inadequate defensive gesture.

He clearly was no threat.

This is police brutality.

This is a felony battery.

You’re right on all counts. But the department will cover for him and he’ll not have to pay for his crimes.

Even when the victim wins the civil suit, the thug will not pay. The taxpayers will pay.
