The lackadaisical attitude of the cops after the victim is unconscious speaks volumes. The cops just kind of circle around preening in front of those exiting the theater, and then only a full minute and a half after the man is knocked unconscious do they get on the radio, apparently calling for backup, not medical assistance. The also, despite the victims obvious head injury, move the victim around.
It is clear these cops have not even had a basic first aid course, or if they have, had too low of an IQ for it to stick.

I know of one police officer who entered law enforcement because he was fired from two burger chains for being incapable of mastering the Fryolater 3000 and other such intricacies any fry cook can handle with ease.
Fry cook is a rather difficult job. Try having twenty or thirty of your friends over and fix them each what they want to eat and see how easy it is.
Revenue enhancement technician is apparently much easier.

I agree with your assessment, but would point out that fry cooks do perform a worthwhile service, that usually leaves people at least satisfied.
