They were told NOT to use any more toxic “dispersant” Could that be what we are seeing and the lights make it look a lot lighter?

The dispersant IS NOT TOXIC! It had to clear a FEW YEARS OF EPA studies to get "APPROVED!" You sound like MSNBC putting and adjective like "toxic" in your post.

As I posted on another thread:

I am DAMNED TIRED of news media "pundits" being experts on chemistry. I worked with these dispersants personally and these people DO NOT know what they are talking about. First of all, before you can put anything in the water, it has to clear EPA guidelines. (Just try getting through THAT barrier for a few YEARS!) You have to do about 1000 LD50's (guppy (not) kills) and a bunch of other stuff that really doesn't relate to SALT water. But you get through it. Then you try and put it in the water ... duh, need a permit for that ... guess how long that takes!

MSNBC did a hit job in their conversation 2 days ago about filling the gulf up with chemicals and killing everything. I wanted to SCREAM. For the layman ... the dispersant basically breaks up the oil from "globs" to VERY TINY gobules. (These are not the tar balls Obama was playing with on the beach... these are globules smaller than the head of a pin). These tiny balls therefore expose about 100 million times more than a glob of oil on the surface. By doing so, that much more of the oil's SURFACE AREA is exposed to the naturally oil-destroying bacteriae. This makes the "natural solution" (a solution which God himself probably put in place a few billion years ago) work.

Yes you are putting CHEMICALS in the water. (buzz word?) Water is a CHEMICAL, idiots! "Joe" said this would be worse than the oil itself. (I scream off screen). NO, the dispersants are THE BEST solution to helping the gulf recover.

If you look more deeply, the company I worked for, and one who spent $$$$$$$$$ and TIME on getting the EPA permits was recently told they were losing the contract ... to a company that could do it less expensively ... and while you're at it. Check their EPA test results for the "new" company ... you won't find them. Wouldn't surprise me that the chemicals are being "manufactured" in some warehouse on the South Side of Chicago.
