Unless I misunderstood Levin argues, in addition to what you said, that it does not matter that the position offered may have been without compensation.

My theory is that the “super rich” have excellent tax lawyers, and employ various financial diversionary tactics such that they believe they are exempt from their own rules, but the upcoming players that would challenge their hegemony are thwarted in their climb to the top by crippling taxes, burdensome regulations, and other hurdles. It is a fact that every dictator and despot that lasts any length of time is able to squirrel away phenomenal wealth.

The former president and spouse of the secretary of state acts as an intermediary to courier an offer from the White House to a federal election candidate to affect the outcome of that election. In the generic terms above, without naming names, it becomes clear that in any other timeframe this would go down in US history as a political scandal right up there with teapot dome or worse. But since we live in such a completely compromised bubble of news-speak and a controlled media, it will be swept under the rug.
