At that time the SSN area number (1st 3 digits) had nothing to do with a person's address. It represented the branch that assigned the number

but the numbers still match the person as a person living in the state of issue...ie, not to do with the address WITHIN the state - but still as an occupant OF THAT STATE

Yes - quite correct maine-iac7 - First three digits of the SSN assigned just within the state of issue...
