New York City: Police routinely stop people on the street and ask for identification.

That caller needs to get off drugs, or is just making it up. They tow cars a lot (not really part of the regular NYPD), and frankly are real heroes going after violent criminals in the bad parts of town. But stopping on the street for ID? Someone "misspoke."
