In this case it means peer-to-peer.

I suspect a lot of this happens when people have wireless laptops with the wireless turned on and a P2P network enabled.
Yes, we had idiots working for defense contractors who had classified documents in their laptops, along with file sharing programs to pirate music.

All those gubernment workers (surfing for porn???) install P2P apps then leave them with default settings, many of which share personal folders on their PCs and viola data security breach...
