Not only does this not serve a purpose, it makes him look like a rookie.

It makes him look like a total idiot.

He listened too intently to all the communists and revolutionaries with which he has beeen surrounded spout their crackpot ideas of what they would do if they ran things.

Now he's trying to act on them. Vlad the Impaler must laugh himself to sleep at night. Putin understands that his primary responsibility is the protection of Russia; our Prexy doesn't act as if he has the foggiest idea that his primary responsibility is the well-being of the United States.

She must be tired of spouting all the garbage like Gibbs.

This is nothing new. The pre-announcements of launches has been going on and off for decades as has open missile telemetry.

It was all part of the confidence building measures between the Soviets/Russia and US. No one wanted a test-launch to be misinterpreted as a rogue launch. The window time frame allowed each side to move intelligence assets into place to cover the launch.

The Russians like the US used to pre-announce intercontinental ballistic missile launches with a time-window. This allowed the US to pre-position assets such as RC-135 Cobra Ball to cover the launch.
