The dem deliberately left out the fact that it was to replace the income tax, not add to it. That is the FAir Tax but it is a sales tax rather than a VAT. It requires a constitutional amendment to eliminate the income tax and the IRS with it. The tax would be collected and remitted by the states just as all sales taxes are now.
