Does anyone have a clue what the pair of geographic coordinates near the beginning of the documentation represents?
I don't read Korean, so the scale units where those coordinates are shown seem arbitrary.

My guess is that they are the starting and ending point of dragnet sweep by fishing trawlers to pick up evidences from the sea bottom.
