The guy was being chased; we don’t know why.
There was an off-duty FBI agent, with a gun, on base.
(Something even soldiers typically aren’t allowed.)
It’s an assumption at this point, but it seems like the motorcyclist was trying to get away [possibly in fear for his life] and then was trapped at the gate... so he attacked his attacker[s]/pursuer[s].
Given these facts it seems as if there is a high chance everyone involved behaved rationally/legally; there are simply too few details here.
