Every law enforcement agency in California shall fully cooperate with the United States Immigration and Naturalization Service
That's the problem--The US INS is itself in dereliction of duty. One could argue that California, by NOT enforcing the immigration laws, is in fact in compliance with INS policy, if not the actual law.
