I was an Army grunt in Desert Storm. We had the same orders. In fact, at one point, we were told not to have loaded magazines in the weapon at all, just in our pouches. I think you vastly underestimate the ability of high-level officers and politicians to treat our military like retarded children.

Tell that the USMC sentry at the Lebanon barracks circa 1984. They too were ordered to have no live rounds in their rifles. Lot good that did.
