APS reports to our Corp Comm in AZ. The Corp Comm tells them how much they can charge us for electricity. If that is true, how could APS tell AZ to pound sand?

As a regulated utility, they would have to do as the Corp Comm says. If APS is currently selling some of the energy they produce into CA, they must either have more than AZ residents require or they can earn a better return in CA than in AZ. If the Corp comm says they can no longer sell in CA, should AZ taxpayers be made to compensate the power generators for the loss of revenue resulting from their elected officials’ decision?

APS can’t tell them to pound sand. They are a regulated utility.
