Unless, of course, you just dam the upstream half. That does accomplish something. But I’m pretty sure you meant dam it from one bank to the middle of the river.

OK, you’re right, it is easy to build half a dam. It just doesn’t last very long if you do! ;)
You infered correctly I meant from the Arizona side to the middle, btw. Although I do like the idea of diverting the entire river. Mexico depends quite a bit on Colorado river water, too.
