Head Start rife with enrollment fraud

"Who won … Grandma or me?" the agent asked on the audiotape.

"Grandma … because she had the lower income," the worker said, laughing.

Other abuses included admitting a family who lived outside the Head Start service area, ignoring proof of employment, and admitting extraordinarily high numbers of "homeless" children. Under new rules, homeless children are automatically eligible for Head Start.

The audio clips are available at the GAO web site, www.gao.gov, listed under "reports and testimonies" for May 18.

The GAO also found two Head Start families who reported incomes "in excess of $110,000," and that 63 children were counted more than once to make centers appear fully enrolled.

Here in Jacksonville FL, they can't audit because of bad book keeping. All the execs drive luxury cars, but they don't know where the money is.....

My mother was among Head Start’s first employees. For the first couple of years the goal was all about the kids. But they quickly became all about collecting a bigger slice of the taxpayer pie and protecting their turf. They’ve been pretty much useless since about 5 years after they started.

Its really the same with nearly every federally funded program.

“It is important to note that ultimate determination as to whether these allegations are true is a significant challenge because of the minimal requirement for records requested of families to be maintained by grantees. For example, there is no requirement for grantees to maintain support for income, such as pay stubs and Internal Revenue Service Form W-2. In addition, as the proactive testing in the next section discusses, and as alleged, it is possible the grantee records have been fraudulently altered including showing that children who are actually from over-income families are under-income.”

Our government at work. I’m so glad they are going to be taking charge of our health care.

Maybe the HHS people went after them to get their hands on the $7B...they’ll repackage it, change it’s name- and maybe it’s already in the “Healthcare” Bill...

Lets not forget unions involved with Head Start.

My mother worked her way up to transportation director of her region and was there as the unions moved into transportation. From there on out it was a constant demand for more money than there was to be had in the budget. That means writing grant requests for ever more money and being met with demands for even more from the union.

This is the one program Libs hold up as a social spending program that works, and here we see its just as rotten as the others. Shut down ALL social spending.

What is even more amusing about this is that Head Start is invariably cited by liberals as a welfare “success story.” Apparently either the successes are illusory or the methods are fraudulent. So in a way, it is the perfect prototype for the socialist welfare community.

Mr. Obama has said he is willing to eliminate government programs "shown to be wasteful or ineffective," Heritage Foundation analysts David Muhlhausen and Dan Lips said after the Head Start Impact Study results were released.

"Given that scientifically rigorous research demonstrates that Head Start is ineffective, Head Start is an ideal candidate for the budget chopping block," they said.

"Wasteful and ineffective" in an Obama admininistration means the homies aren't getting any skim off of it. The liberals all describe it as an unqualified success story, because from their perspective, it is.

I know middle class folk who had their kids in “HeadStart” to avoid daycare cost. They will claim the child had a speech impairment.

Head Start. Mainly it is a “head start” on indoctrination. Again, the working taxpayer pays for many losers’ children to be indoctrinated. And around and around. When does it stop?
