Yes, they need ‘an engineered crisis’ now. As you said, domestic situation is pretty bad now after botched currency reform.
The engineered crises were also instrumental in installing Kim Jong-il as his dad's successor in 70’s. It was used to rally people around the regime and by extension its designated successor.
