I noticed that this has become one of the Left's recent favorite euphemisms. I suppose they imagine it sounds less threatening than "nationalization" or "communization"--which is exactly what it means.
Notice that Barack Obama called it “healthcare reform” instead of “healthcare restructuring”.
Economic reforms would have included tort reform. The goal was to subvert the system by nationizing healthcare, not reducing costs or expanding coverage.
