Or could the S-400 still has technical problems. So the Russians are adding more Pantsir-S1 to make up what the S-400 lacks.

Answer is simple and logical. S-300 and S-400 are lethal and sophisticated, and only way that they can be destroyed is by low-level-just over-ground attack by jets.
There fore they are guarded by Pantsyr making them virtually untouchable
