Very sad story. But it is very unwise for Americans to relocate to, or even visit, the great majority of nations in the Third World, including all of Latin America with the POSSIBLE exceptions of Argentina, Chile and Uruguay. If you have young people with the urge to travel, encourage them to stay in the First World.
I am on a mailing list of a guy who advocates retiring in banana republics. He particularly touts South American countries. His criteria seems to be that the local currency is the U.S. dollar and has good real estate prices. He says that most places in those countries are safe. He NEVER says how much money you should put away to pay local bribes and ransoms in case you are kidnapped or killed and your family wants to ship your body home—and get out themselves.
