South Korea, alarmed at what appears to be the North Korean use of a Yu-3 type torpedo to sink one of their warships, has undertaken to reform their armed forces to better deal with tactics like this. North Korea officially denies having anything to do with the loss of the 1200 ton corvette Cheonan, but most North Koreans accept the fact that North Korea did the deed, and northerners are proud of that. Examination of the salvaged wreckage made it clear that it was an external explosion, using military grade explosives, that sank the ship and killed 46 sailors on March 26th. North Korea was believed to have done this avenge earlier skirmishes that led to the sinking of North Korean warships. The reforms are meant to prepare South Korean forces to better deal with these North Korean tactics. This includes coping with the large force of commandos and small submarines North Korea has created. For decades, North Korea has been sending commandos and agents south, landing them from these small subs. North Korea has also assassinated South Korean officials and civilians in other countries. South Korea tolerated this until now, but the sinking of the Cheonan crossed a line, and the South Korean government wants to develop ways to strike back

I was living there when one of those subs beached itself off the East Coast, which caused a huge man hunt. The ROK mobilized 40,000 soldiers, along with helicopters and search dogs to try to catch them dead or alive (mostly dead). South Koreans call it the Gangneung Submarine Infiltration Incident.
North Korea, Vietnam and now the war on terror should have proven generations ago not to half ass fight a war. Either fight and finish the damb war or dont. (hope that made sense i a bit tipsy>
The scary thing, is that North Korea has been selling Iran a bunch of these mini subs

Its getting a lot hotter. A lot of this depends on China to defuse this. So far, they are on the side of the “Dear Leader”

I'm sure they want to "develop ways," but they don't have many options. Any sort of military attack will be used as casus belli by NK, and it won't be very effective anyway, considering that NK leaders don't care about NK people. The article talks about eventual SK attack, but even if the whole NK army magically disappears I'm sure Kim will personally go to the bunker and press the launch button. With enough missiles launched, mostly decoys, there is a serious risk that one or two warheads make it to the target.
IMO the only way to solve this situation is by arranging a military revolt within NK, against Kim or his son. The hereditary monarchy is against the grain of many NK people, I'm sure, and once Kim dies (naturally or otherwise) that would be the moment to set up some transitional government.
North Korea will implode eventually, probably when Grandbaby Kim is President.
That is because North Korea is a useful idiot as far as China is concerned.
Along the East Sea highway just south of Gangneung a traveler will see a very peculiar sight of a small submarine on display along the sea shore adjacent to the highway. Upon closer inspection the submarine actually serves as a current reminder of the threat the North Koreans still pose to South Korea.
