UPDATE: Arnold begins...
"I now have no choice but to stand here today and call for the elimination of some very important programs."
"This is what we call the budget Kabuki."
Several things have changed since the last budget:
* The legislators didn't come up with enough savings.
* Expected $6.9 billion from the federal government... received around half.
* Federal judges have blocked changes to health and human services, prevented us from using the "scalpel" and now have to use the "axe"
Eliminating major programs: CalWORKS, most child-care programs, In-Home Supportive Services, Health Families program. Includes a 5% pay cut for state workers.

Arnold could have been a great Governor, but like the Actor he is/was he cared too much about what people thought about him vs. his principles, whatever they were.
Now while I applaud him for this, it’s not enough to erase all the negatives about this loser of a Governor.

Just wait till the summer boycotts kick in...I’m hoping AZ can slap some extra tariffs on the electric and water we supply them with. Zonis have plenty to do right here in AZ rather than heading over to Cali for summer vacation..We’ll do a staycation this year.

some of the cuts are counterproductive. for example slashing the mental health outpatient programs will simply cost more when they are institutionalized or jailed.
and of course he did not address the key item which is the bloated state payroll and bloated employee benefits. unfortunately nobody has the balls to take on the unions except whitman. and she looks to be a loser...

Ping when Kalifornia’s budget is LESS TOTAL DOLLARS this year than it was last year, (ie., not the typical phony baloney “less of an increase”). I will not be holding my breath.

The Healthy Families Program is low cost insurance that provides health, dental and vision coverage to children who do not have insurance today and do not qualify for no-cost Medi-Cal.
Does my child have to be a U.S. citizen to join Healthy Families?
No.
The purpose of the Family Health Program is to improve the health of women, children (including children with special health care needs) and families based on their health needs from birth to early childhood, during the school age and teen years, through young adulthood and the childbearing years including pregnancy.

I beg to differ. Arnold could never have been a good governor. He didn't have any experience that would have qualified him for the job. He was never a real conservative and he was always a mega-hypocrite. The idea that he was the green governor is a joke. Plus he never had good political instincts and really isn't very bright. Also the guy never had any principles and only cared about himself and his legacy. I think he really believed the hype and BS about him going to Sacramento and kicking butt. The guy went to Sacramento and got rolled. He is so caught up in the make believe world of Hollywood that he forgot about the real world if he ever knew anything about it.
In short the guy is a clown and a buffoon and his is a legacy of failure. He will go down as the governor on watch while the state imploded. If Californians had any sense (which they don't), they would have elected Tom McClintock as governor back in the recall election of 2003. He would have started working on the underlying problems of the state from day one. We (yes I live in CA) would be a damn site better off today if we had elected McClintock. But that's not what important. It's important that we have a movie star as governor. I weep.

While I understand what you are saying, he was given a great oppurtunity, the choice to fight for what is right, we can argue about it, but he still had a choice. He blew, big time!

Son, This is Callifornya. Disney Land Writ Large, The roar of the grease paint, the smell of the crowd! The show must go on even if the show can't go on, so
Actors become politicians and politicians are required to be actors. Hollywood is the real world and Sacramento is Fantasyland.
The price of the tickets are a little steep, but how I do love a good show!
