It’s illegal as an alternative to attending a public or private school. I doubt there’s anyplace where at-home tutoring or piano lessons aren’t allowed, other than where zoning regulations would classify the activity as a business due to its volume. But many states — even some with very unrestrictive laws re parental homeschooling — do not allow homeschooling by anyone other than a child’s parents or legal guardians, or a state-certified teacher hired by the parents/guardians. These laws enable the state to force a child who they find is being homeschooled by someone else, to start attending a public or private school.

In my state non-approved private schools or just plain homeschooling in a group is the way to go. Some get paid and others dont
