"Retirement" was considered inability to work due to age - the only change to that is you used to have to stop working to get benefits - Clinton changed that so now Donald Trump can start collecting in 2012 when he reaches his full retirement age.
Social Security is an Insurance program, not a retirement program. If two people are eligible they can collect based on one contribution (up to the family max). If the worker has children under 16 THEY can also collect when he retires.
