Well, no... mine was issued at birth long before that; but in post #11 I linked to another thread that does explain how Obama’s SSN does belong to CT.

In Texas, my children born in the 1980’s did not have social security cards until I had to apply for them in order to list them as dependents on our taxes. In the 1990’s, our children born in Nebraska were issued social securtiy cards when their birth was registered by the state. I applied for mine in the seventies when I got my first job.
