The French there translates to:

“The natural subjects of the power which will appoint”

Natural subjects of the power, translated in light of common law, would be “natural born subjects”.

You will note in the later Vattel translation, it is NOT “Naturels” that is translated NBC, but “Indigenes”.

You've got it, well before 1797s, even before 1787 when the Constitution was written, "sujets naturels" was understood, by Americans, American Congress Critters at that, to mean "natural born subjects".

Game, set match to bushpilot1.
