The Russians have always been good at doing whatever the heck they wanted, and then making the American government look and feel guilty for even the slightest misapplication of the most remote international standard.
You have to care about that kind of stuff for it to tie you up in knots.
The Russians don’t care.
They know that we are our government has always obsessed about its image.
