The change is expected to cut in half the time it takes to fill vacancies and allow the government to better compete with the private sector for top talent.

I've got news for Obama. The private sector is not hiring unemployed top talent at this time.

This is a ruse to get more people off the unemployment roles just in time for the November elections.
