Hawaii is the only state that can say the DNC presented a candidate that the DNC pre-certified “legally....”. The other states actually certified him BY their acceptance. The DNC document given to the other states did not say he was qualified for the office.

That's what I thought you were referring to.

It seems to me that the 49 state SOS's could have and should have handed that back to the DNC and told them that it was incomplete. No new state law is actually required. The only thing necessary is a state SOS who can read to see what is there and what is not there, and a portion of the population of the state looking over their shoulders and helping them with their low reading skills.
