If I understand you correctly- it is also a CAP- not a guarantee. IOW- they could .4% in a tough year—or even 0% increase.

Yes it looks like it. Which makes working for the state of NJ an unattractive thing for talented people out there. Only the less ambitious or those who want a light workload will want to work in a place like this.
