I think it would actually be better to peg their wages to those in the private sector. Of course that data muight not be that easy to come up with on a job-by-job basis.

Really, 2.5% is pretty generous in this employment climate.

The title of this thread states that this is going to be a PERMANENT SALARY CAP. In other words -- even if the economy roars back with a vengeance and inflation goes above 2.5%, these workers are NOT going to benefit from it. They still get a measly 2.5% raise.
