It's a hyper nationalist culture, like America used to be. And it is based on ethnicity, "La Raza Cosmica".
It also has its myths: that the Southwest is their land.
The ridiculous notion that we could let in 40 million people from the country next door with its grudge against us, its nationalist people, and its own utter lack of achievement in 500 years of existence is what is wrong, and that idiot notion is held not just by the Left but by the neocon and libertarian "Right".
You guys just don't understand. These are people, they have their own nation, and they take it with them wherever they are. JUST ASK THEM.

Actually it is and has been working, except for muslims and other illegal aliens. Most real immigrants do want to assimilate.
As currently configured, Washington isn't going to fix this...the states might. If they don't, it will be up to the people, who have already weighed in on the issue.
