...Man's best friend can be your worst enemy when you live next to a dog that never quits barking. And dogs running loose can be a neighborhood menace. Now, the Los Angeles city council is cracking down on dog owners who don't control their animals.

It's a common sound on New Hampshire Avenue in L.A.'s Los Feliz neighborhood – that's because you'll find plenty of pooches.

But according to a new city ordinance, pet owners may have to pay up if they don't keep their dogs quieted down.

Mary Yerkatyan doesn't have dogs but her neighbors do.

"I think people definitely have the rights to have their dogs but you know to a point, it can get disturbing at night or sometimes when they are away on vacations," she said.

The ordinance bars owners from allowing dogs to "make noise which is unreasonably annoying disturbing offensive or unreasonably interferes with the comfortable enjoyment of life or property."

Cute pic. But barking is not the dog’s fault. The owner is to blame because it hasn’t been trained properly. There are many good resources on the net that help dog owners, such as this: http://www.how-to-stop-aggressive-dog-behavior.com
